Outlook Address Book contacts are not appearing without e-mail address

Exchange 2000/AD environment. The Outlook 2000 client cannot see
contacts that do not have e-mail addresses. I know that the OAB needs
"electronic addresses" but how are you suppose to see email-less
contacts that are entered into AD on the outlook client?
