Outlook Address Book not part of default profile

I have seen several posts about this problem but no real
answer. I have created an MST with the ORKtools that
creates a default profile with OAB as a default services.
After installing Office with the MST all of my settings
come down except OAB. I exported my default profile
settings to a PRF and verified that OAB was listed as a
service (service2). I am not using roaming profiles. Any
help would be greatly appreciated.
