Outlook address book will not accept telephone number changes

My outlook 2003 address book will not allow me to insert telephone numbers.
The program goes into a loop caused by the LOCATION INFORMATION screen asking
for Country and regional dial codes.
I can not enter a Country as the country field is blank. I can only exit the
loop by ending outlook from the task manager.
I have tried repair also a complete re-install and a database repair by
using scanpst.exe
Nothing changes the problem HELP please

Why don't you try setting your default dialing location correctly for your
operating system.

I have tried setting the country and dialing code in XP per your suggestion
but this is the screen which goes into the loop.
It will not accept any entries into the COUNTRY FIELD box. It is blank
(normally this has a list of countries to select from) I also can not type
anything into it.
The next section AREA or ACCESS will not accept any input as the first field
determines the program response to further input. Pressing OK or CANCEL sends
the LOCATION Screen into the loop when I am in office outlook.
In XP control panel pressing OK states Enter a Country or region, CANCEL
does quit the screen.
This function was working last week on my PC. System restore has not worked.
Please help further. Thank you

You're asking operating system questions here, not Outlook questions.
Last I knew the dialing location was set in Control Panel > Phone and Modem
options...

Just a shot in the dark here, in case you haven't tried this already: Are you
trying to modify an existing dialing rule or setting up a new rule? Try
starting over by deleting any existing locations and creating a "New"
location.

Thanks for the information which lead me to a fix. The problem was with the
XP operating system not OUTLOOK. Something had corrupted the registry. XP
System RESTORE would not work so I re-imorted dailup properties from another
computers registry into my registry and I then could reset the dialing
information fields.
Once again thank you.
Just for information "homeLAN" by performing the import of the registry
entries I effectively created a new location. Thanks for your suggestion as
well.

I had this same problem (no drop-down for Country/Region), except that I had
no location to start with. Where was the registry change? I copied
HKEY_LOCAL_MACHINE\Softwre\Microsoft\Windows\CurrentVersion\Telephony\CountryList an
HKEY_LOCAL_MACHINE\Softwre\Microsoft\Windows\CurrentVersion\Telephony\Locations

It fixed the problem (a country is chosen), but it didn't fix the drop-down
choice.

Outlook Contact, the location screen pops up and I cannot cancel the
operation, unless I exit Outlook. Any ideas how I can get rid of this
Location Window?

My dialing location is set properly but I cannot get rid of the pop up
location window. I carelly read all answers and followed the directions but I
cannot get rid of the Location window.

Then please state how you set your dialing location and how you confirmed it
is set correctly. Once it is set correctly, Outlook no longer prompts you
for that information.

I did the following:
-Control Panel --> Phone & Modem --> My Location --> Edit
The country in the drop down menu is correct - I am currently living in
Spain but the Location window in Outlook shows me the US as the default
location.

This loop problem has caused endless problems and makes Outlook phone lists
almost USELESS. What IDIOT programmed a loop in the middle of a procedure
used by the rankest of neophytes and that requires an OPERATING SYSTEM CHANGE
everytime I change countries - sometimes 6 or 8 times A WEEK. Come on guys,
consider your users ONCE IN A WHILE.

Yes, I am a very upset MULTI_NATIONAL CONSULTANT.
