Outlook address book

I am trying to create an address book from a public folder
up to a personal address book. The address book shows up
but I receive the following error when I try to open the
address book.
"The address list could not be displayed. The contacts
folder assoiciated with the address list could not be
opened; it may have been moved or deleted, or you do not
have permissions. For information on how to remove the
folder from the Outlook Address Book, see Microsoft
Outlook help".

Please, can anyone help me to fix this, or tell me how to
make a personal address book from a public contacts
folder. Thanks
