Outlook Address Lists are not retaining settings

No matter what version of Outlook (2003 or 2007), and if we use new or existing Outlook profiles the following settings are not retained when set:

Open Outlook > Inbox view
Go to Tools menu > Address Book
Go to Tools menu > Options
Under "Show this address list first," select something other than the GAL, i.e. All Contacts, etc.
Under "When sending mail, check names using these address lists in the following order:" click Add
Select something other than the GAL, i.e. All Contacts, etc., click Add and Close
Using the up arrow, move the i.e. All Contacts, etc. list to the top or above GAL, click Apply/OK
Close the Address Book window
Verify that the address list is properly set, close Outlook and relaunch and the settings are not retained. If you close Outlook again and relaunch the settings are retained again. There is not a significant pattern. We have 200 user mailboxes on E2k7, migrated from E2k3. Have 3 DCs, all are GCs. Any ideas on how to resolve this issue?

When you close outlook, is it closing completely? look in tasks manager,
processes tab.
Are you using a log on script? Which shortcut do you use to open outlook?
did you check the switch it uses? (It should use /recycle)

Thanks for the post. The OUTLOOK.EXE process is not running in Task Manager and the application appears to be closing completely.
Yes, we use a log on script for network shares (from sysvol on DC). To launch Outlook, we use shortcuts on our desktop and/or Taskbar which reproduce the same issue those are pointed to:
"C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /recycle

As a test we have also tried this to no avail: http://techblog.johnner.com/2006/01/restore-outlook-2003-desktop-icon.html.
