Outlook always creating text attachment of message

When I receive email from a person, my Outlook client sometimes shows
that each new message has a text attachment. When I open the text
attachment, it just contains the text contents of the message.

This happens intermitently. It seems to happen for a few days to
EVERY message, and then it stops for a few months. This is the third
time this has happened to me.

Does anyone have any suggestions for solving or diagnosing the
problem?
