Outlook and Exchange stripping cc: and to: email addresses

I have Outlook 2007 using Exchange 2003 server.

My goal: I would like the same functionality as the "UNIX .forward" file.
Email received to Exchange gets redirected to another email account (not on
the Exchange server).

I have set up a server side "Redirect" rule through Outlook, but the 'cc:'
and other 'to:' email addresses are getting stripped. So, I've almost got
the "UNIX .forward" functionality except that I can't see who all received
the email that was sent to me (and, as a consequence, can't "reply all").

Anyone know of a solution?

Create a "mail-enabled contact" in Exchange, then forward to that.
This will work without needing Outlook open.
