All - finally found the answer and thought I'd share it.
Apparently Microsoft is aware of this problem and published KB Article
811167.
The fix is available in a download for Outlook dated Dec. 18, 2002

Thanks!

My original post below for reference

Strange issue with Outlook 2000. Shortly after launching the program I
notice the CPU cycles never go below 60%. This only occurs with Outlook
running. if i stop Outlook the CPU cycles goes to normal.
Anyone ever seen this?

Using Win XP Home SP1 and Office 2000 pro with SP3 on a 2.8 Intel machine.
Any insight is appreciated.
TIA - Jay
