Outlook and Office XP Pro 2002 Icon Trouble

Windows XP Home with SP1 & Office XP Pro 2002 with SP3

I set the icons in Office to Large .. If I leave Outlook closed they stay
that way

As soon as I open Outlook, that app resizes my icons to Small .. I have tried

setting the icon size in Outlook, but it keeps changing it back to small

Is there some way to Lock the Icon Size that I choose ?
