I am also experiencing the same problem with an end-user
running W2K. Both daylight savings time in Outlook and
Control panel are both checked on sender's and
recepients'. I have removed and re-installed Office
already, applied necessary Windows updates, and checked
for any rules running in Outlook. PST file is 800MB. I
have tried this in Windows XP too and I am running into
the same thing. Any more ideas?

Check to ensure the Daylight Savings Time is checked on both machines in
Outlook Calendar options as well as Control Panel.
