Outlook as default client

I have Vista and Outlook 2003. Whenever I choose an e-mail link online,
however, Windows Mail opens. I DO NOT WANT WM. I have unchecked WM as default
client. I have checked Outlook as default client in Outlook. I have been all
through Default Programs. Outlook does not even appear as an option. Just
WM. I have reinstalled Outlook in hopes of my computer "seeing" the program.
Nope. Very annoying, this. Suggestions, please?

Edit the file type "URL:MailTo Protocol" to use Outlook instead.

I can't. Outlook does not appear as an option. I have Opera and Windows Mail
as my default options. Throughout all of the default program pages. There is
no Outlook. The problem has to be Outlook's installation but I have
reinstalled. It does not appear to show up in any registry. This is not
critical but I am comfortable with Outlook and would rather not be using two
e-mail programs.

Is this when you use Windows Button>Set Program Defaults?

Open IE and click Tools>Internet Options>Programs. What appears in the
"E-mail" drop-down?

There is no e-mail drop-down. I am in Vista. The options are IE, Manage
add-ons, HTML editing, and Internet programs (which I have tried to edit but,
again, Outlook is not an option, only Opera and Windows Mail). It's the
MailTo Protocol that is the problem. Set to Windows Mail (the other two are
Outlook). But the check box is grayed out for WM option so I cannot
edit/change to Outlook. I'm buffaloed.

RIght. The Programs tab in IE's Tools>Internet Options menu, just like I
said.
(which I have

Is this in Control Panel?

No, I opened Internet Explorer, chose Tools, Internet Options, and the
Programs tab, just as instructed. I have a new window with four icons:
Default web browser, Manage add-ons, HTML editing, and Internet programs. No
e-mail drop-down. And I have been all through the Internet programs and
defaults.
