outlook ask if I want to send a read reciept

I have to send out a lot of emails. Some of these are not important and some
are. I only want read reciepts on important emails, and often I forget to
check the request read reciept. Is there a way to have outlook ask me if I
want to send out a read reciept when I send the email?

What version OL? In OL 2007, there appears to be a rule that you can create
that says "After I send a message through this particular email account,
notify me when it's read."
