outlook asks for username and password on a domain

Using outlook 2003 and Exchange server 2003.
Created a new user account.
User logs on and launches Outlook, a logon box appears asking for username
and password.
These are provided and are correct but the box keeps appearing over and over
again. If you cancel it outlook closes.

Has anybody experienced this problem before and knows how to solve it?
