Outlook attachment reducing file size

On my laptop it is configured such that in explorer when
I right click to 'send to' I can email an image file. On
selecting Email recipient I then get the option to reduce
the image size (3 size opions available). While I can
also email images on my desktop I dont get the option to
reduce the image resolution and file are sent as per the
original size. How do I configure such that I get the
options to email the original image size at a lower
resolution?
