That's already well known behavior that is end user error, and is not what
the OP described. You failed to set your default dialing location, and
Outlook must have that information so it knows how to mask your phone
numbers.

What upgrade?
Behavior has not been reported, so you'll need to come up with precise
information to reproduce the problem, including version, upgrade, error
messages, Event Viewer, and telephony configuration information. Include
your information store.
In addition, since Outlook does not dial (ever), you need to be looking at
add-ons.

Thanks for the reply, the upgrade was installed by IT dept (have asked
them
to look into as well)
Steps leading to problem:
Open contacts
under phone number fields input any number into any of the fields
Try to click anywhere else (i.e. another blank field)
This is when outlook is auto dialing.
The only way to cancel this is to use task manager to cancel which shuts
outlook.
I am unsure if the configuration of dialing location, was hoping there
was
something simple.
Outlook does not do this when configured correctly (nor has anyone ever
reported it). Provide Outlook version and precise steps to reproduce
your
problem, including how you configured your default dialing location for
your
OS. What you use at home is not relevant if that is not where the
problem
is
occurring.

When i try and save contacts phone numbers Outlook is dialling them
automatically. I use outlook 2007 at home and this isnt an issue, is
there
a
way to stop the auto dial and to save my numbers?

Consider it reported now because I experience the identical problem!
1) Open Outlook
2) Click Contacts
3) Select ANY contact
4) Change ANY phone number (cell, home, business...)
5) Click Save:
Dialog appears "requesting" (HA! more like "Requiring" but NOT
allowing. isn't THAT odd?) the Country from which (I am) calling. - I
AM NOT CALLING - I am attempting to change a phone number!
Attempt to Cancel results in dialog "Windows needs telephone
information about the location from which you will be calling... Are
you sure you want to cancel?"
Either Yes or NO results in the same loop - back to "requesting ...the
Country from which..."
And, to the previous author's point, the ONLY method to get out is via
Task Manager!
Real Bummer. I have uninstalled and reinstalled and still ... same
problem. I hope you can help solve!
