Outlook backup tool not working

I have reinstalled WindowsXP and my apps after a crash. Before the crash, I
was using the Outlook backup tool as an add in to Outlook 2000, without
problems. Since reinstalling it, "Backup" appears on the File menu but when
I use it and exit, no backup.pst is created. Also after a minute or two, I
get an error message roughly "Outlook has failed to close properly...". I
have tried uninstalling backup and reinstalling it from pfbackup.exe without
curing the problem.
Any suggestions other than using cut and paste?

Check running processes to ensure OL is actually closing on exit.
