Outlook Bar and Folders Banners not picking up XP color scheme

My computer was recently rebuilt. I'm using Win XP and Office 2003. None of
the Office applications (Outlook, Word, Excel, etc.) will pickup the global
windows color scheme that I have selected in the outlook bar and folders
banners. Instead of the default blue I'm receiving a grey shade. Any
suggestions?
