Outlook blocked a safe attachment

I have scaned a safe document to my computer and emailed it and even emailed
it to myself and Outlook blocks it saying it is an unsafe attachment. I am in
the middle of an estate and these papers need to sent ASP. What do I do?

What format is the scan? Most image types, doc, or pdf format should not be
