Outlook blocks access to potential unsafe attachments

I am running Outlook 2003 and have received an email with an attachment, (an
..exe file), which is safe but Outlook won't let me access it or save the
attachment. It says that it has blocked the potentially unsafe attachment.

How can I unblock this attachment.
