OutLook Calendar

I Exchange server 5.5 which I have not rights to. I have
30 users all have their mail downloaded to local .PST. I
would like to have their calendars synic with one main
calendar that all can view and is managed by all. I need
to use Microsoft Outlook product, no third party software.
