Outlook Calendaring with non-Exchange email systems

When using Outlook with an Internet POP email system (and not Exchange) to
schedule a meeting, is there a way to hook into other attendee's Outlook
calendars to see their busy time before selecting the time for the mtg. I
know this is possible in Exchange email systems - but I am wondering if/how
it can be done when using Outlook with non-Exchange email systems.
