Outlook can not see network drive

On a Microsoft network with win2000 server and NT4 domain controller,
when login (with a network user ID with authority to all files on the
server with shared directories) to network from a XP professional
system with MS Office 97 professional installed, click on the Outlook
icon on the desktop will get a message "This program is not registered
properly. Please run setup again. You don't have appropriate permission
to perform this operation". While login to the domain, right click the
Outlook icon on the desktop and select to login as a local
administrator will start the Outlook normally but will not able to see
the network drive in order to create attachment from the network.

User can start the Outlook from the Outlook icon on desktop if login to
the local machine as a local administrator, but will not be able to
attach any files from the network drive.

I have tried reinstalling Outlook from the Office 97 professional CD,
but the situation remain the same.

What other options do I have? Do you think updating to Office XP or
Office 2003 will solve the problem?
