Outlook Cannot Run Add-In...Windows Installer Error 1605

When I open Outlook 2003 on a laptop after installing Office Professional
2003 and creating a profile, I received this message "I'm getting the
follwing error message when I try use and setup my new Office Outlook 2003
for the first time: "Microsoft Outlook Cannot Run the Add-In ... Windows
Installer Error 1605".

I have uninstalled and reinstalled Office 2003 but still have the same
problem. What can I do to fix this issue so I can get this user's profile to
access Exchange on SBS 2003?
