Outlook cannot save the URL to a file

I'm getting the error message "Outlook cannot save the URL
to a file. Can't find this file. Make sure the path and
file name are correct." in my organization just as
described in Knowledge Base article 810646. Can someone
tell me where (or how) to obtain the Microsoft supported
fix that is mentioned in the article?
