Outlook Can't Check email and Outlook Express Won't open

I recently removed and reinstalled Internet Explorer. When i put it
back on my machine now i can't get into outlook Express and Oulook
will open but when i try to check email i get an error. I have tried
to uninstall Office again, uninstall/reinstall IE 6 and nothing has
worked.

I am running windows 2K sp 3 and Office XP

OLE Error 1 -
Outlook Express could not be started. The application was unable to
open outlook express message store. Your computer may be out of
memory or your disk is full. Contact Microsoft Support for further
assistance (0x80040154)

Error 2
Outlook Express could not be started because MSOE.DLL could not be
initialed. outlook express may not be installed correctly.

Outlook Error
Taks 'work-office - sending and recievieng' reported error
(0x8004210A) "operation timed out waitin for a response from teh
receiving (POP) server. If you continue to recieve this message,
contact your server administrator or ISP.'

I'd love any assistance on this. I have looked at the MS KB but none
of those solutions fixed it.
