outlook can't connect to incoming pop3 email server

I can't send or recieve messages...get error message "outlook can't connect
to incoming pop3 email server (0x80042108)" Does anyone know how to rectify
this problem? I tried my ISP provider...couldn't help me.

Is your ISP where you have the e-mail account? "couldn't help me" says
absolutely NOTHING about why they couldn't help or even what they tried
or if your e-mail account is at that ISP.

Which version of Outlook?

What type of e-mail account?

What is the POP server name? Port? SSL used?

Can you login using their webmail interface?

What did you install that interrogates your e-mail traffic? Got any
Norton stuff installed? Tried disabling the firewall, anti-virus,
and/or anti-spam programs and retest?

are you scanning email with antivirus? if so, disable or uninstall email
integration.
