Outlook can't deleted "deleted" items

Outlook will not empty the deleted items folder or individual deleted items.
Its returns a "The messaging interface has returned an unknown error. If the
probelm persists restart Outlook". Restarting does not help. Newly deleted
items can be individually deleted.
