Outlook can't find mscoree.dll. Where would it be?

I have sustained a pretty major event causing me to have to uninstall and
reinstall Outlook 2003 multiple times. It keeps looking for mscoree.dll but
can't find it on my computer even though I've reinstalled numerous times.

mscoree.dll is part of the Microsoft .NET framework (it's the Microsoft .NET
Runtime Execution Engine), the error indicates you don't have this
installed:
