Outlook changes timer from AM to PM on every new appointment

Whenever I try to make a new appointment if I try to make
it at 10:00 AM whenever I accept the new appointment
Outlook automaticaly adjusts that hour to 10:00 PM

The all day events which are from 12:00 AM to 12:00 AM
automaticaly puts them from 12:00 PM to 12:00 PM leaving
the all day event in two days.

What could be the couse for this?

I forgot to mention, that this only happens when making
periodic schedules.

On normal schedules everything goes right.
