outlook character encoding issue

Hi all. I have a user who is using office xp(japanese) together with windows
xp(japanese). However when he send email to his recipients, his recipients
email would show garbage characters in subject heading and contents. However
another user using windows xp and office xp(both japanese) have no such
problem when sending to the same recipients. What settings can i check on the
problematic user's pc? Thks in advance.
