Outlook Client cached to ISP Exchange Server - password problem

I've read the replies to all of the outlook password problems, mine is
similar but I wanted to double check before trying the registry hacks.

My outlook 2003 client connects to an outside ISP Exchange Server. We are in
different domains. Everything works fine except that on startup I am always
prompted for the userid and password, there is no check box to remember a
password or the userid. I've never seen anywhere else that the password can
be set other than in this popup dialog box.

Is this normal behaviour or will one of the outlook password KB articles
address this problem.

version of windows? Are there global policies in effect that don't allow
saving the password?

Client is Xp Home/SP2 and Outlook 2003 - On the server side I don't know, it
is an ASP providing the exchange server services.
