Outlook closed during cached mode

I have looked for a document hoping to find a clear answer but have been
unsuccessful.

The question is, does Outlook have to be open for email to be sent during
the use of Cached Exchange Mode?

I understand that CEM syncronizes once Outlook is opened but I've been
receiving mixed reports from users and I am unclear on how it all works
because of the mixed reports.

Two scenarios:

1. Outlook 2003 is closed on the local machine. Users open IE and do a
"Send To:" of the webpage and it is going to their Outbox on their local
machine. It only sends when they open Outlook. Some users state that it
used to send without having to open Outlook and it only recently broke. That
seems unlikely to me so I tried to find documentation stating that Outlook
"MUST" be open for the email to send.

2. Outlook 2003 is closed on the local machine. A user scans a document
connected to the local machine and uses the "Send To:" to send it to someone
but it only goes to her Outbox and only sends when she opens Outlook. She
states that it used to send until recently without needing Outlook open. Now
she has to open Outlook for it to send.

The mixed responses confuses the expected behavior.

Does Outlook need to be open since Cached Exchange Mode is on? We are
running Outlook 2003 on Exchange 2003 servers.

Can anyone provide a document that explicitly states that Outlook must be
open?

Now
she has to open Outlook for it to send.

In these cases I believe Outlook needs to be open because you're not talking
to the Exchange mailbox, you're queuing something up locally and Outlook needs
to be running in order to be able to hand the messages over to the Exchange
server. I don't believe cached or non-cached mode makes any difference.
