Outlook closes with no error when using Send To - Mail Recipient

Hello everyone,

We are testing Office 2007 and on every upgrade we have done, this feature
no longer works. The other features inside excel and word, Send To also do
not work along with PDF files in Adobe either when sending to email. Once
you execute this task Outlook shuts down with no events being logged. I have
executed the diagnostics with no errors. I have tried to re-register the
sendmail.dll file from a previous fix I found, that did not work either. The
strange thing is, when outlook is completely shut down, these features work
fine. Also outlook attachments work fine with the paper clip, and dragging
and dropping inside of outlook. I have searched all over the internet and
could not find a viable solution to this problem. It also happens on
computers with 100% pure Office 2007 products and others with 2007 office and
2003 visio or project so it has no relation to the mixed suite that I know
of. The last option which is not possible for our deployment would be to
completely uninstall and re-install, only if that did fix the problem which I
read in other articles it does not fix the problem. We also have different
versions with different update levels, all have at least service pack 1, some
with the latest updates also. Please let me know how to fix this problem.
Thank you.

I have tried to re-install the suite and the problem still persists.
