outlook com addins ECE and rules programming

Hello all,
I want to extend and programmatically add/modify Outlook2000+ rules. Do I have to support IExchangeRuleXXX in my com addin? can a COM addin be an ECE?

AFAIK you cannot access/ work with the Rules
programmatically in Outlook 2000.
