Outlook command-line switch question

If I start Outlook with a command-line switch when Outlook isn't opened, it
runs the action specified in command-line switch perfectly. But when Outlook
is already started, command-line switch just opens an additional instance of
Outlook without performing any action.
Why doesn't Outlook run the action specified in command-line switch when
Outlook is already started?

Because an instance is already running and only one instance of Outlook can
run at a time. Command line switches are only processed when an instance
starts.
