outlook connecting to exchange server error

I have one machine we repaired windows on. I can ping the mail server i can
browse to the mail server. But when i try to create the new profile in
outlook i cannot connect to the mail server ???
Its outlook 03, i've confirmed all the security settings and logged on with
different users, created a new machine account etc....cant think of anything
else

HELP.......LOL

I had a problem similar and I reinstalled the TCP/IP stack.
I think I read a tech article on that.
