outlook connector only refreshes with hotmail on restart-help?

My hotmail is not coming into outlook 2003 unless i reboot. the server
status says it is connected but it does not refresh. It was working fine but
stopped 3 days ago.
any ideas?

I have the same issue with Outlook 2007. It was syncing fine up to a few
weeks ago. Now it only syncs when I restart Outlook.
