Outlook datafile cannot open

I have an OUtlook 2002 installation that cannot open or create a datafile.

If I try to open a pst (that opens fine on other systems) it tells me that the operation failed. Also if I go to file new outlook data file it also tells me that it cannot complete the operation

Anyone ever see this before?
