Outlook defer delivery rule does not work as expected.

Our Office is moving to Exchange 2007 servers.

Users who have setup up a defer delivery rule have started experiencing an
issue where the rule seems to be working on the outlook client (Outlook
client versions in user are 2003 and 2007) and the mails automatically move
from the Outbox to the Sent items folder - but are really not sent - the
same mails display in the sent items in the Outlook web access as well - but
the recepients never receive them.

The workaround as of now is to delet the rule and recreate it on individual
Outlook clients.

Any help will be appreciated.

Did it start after they moved from the old server to the new one? Are they
using cached mode or classic?

This started after moving to the new servers. And happens every so often now.

Outlook clients are all using Cached mode.

Mostly also could be an issue with users on a specific cluster - but have
not got a chance to narrow it down.

Even though this is a " Client Only" rule - would some options on the server
be causing this?

Did it start after they moved from the old server to the new one? Are they
using cached mode or classic?

Was Outlook actually running at the scheduled time for deferred
delivery? In cached mode, Outlook does the delayed send. If not in
cached Exchange mode, the item gets uploaded immediately to the server
and it is the server that delays delivery.

Since the deferred item moves immediately from the Outbox to the Sent
Items folder, it appears those problematic users are NOT using cached
Exchange mode in Outlook. So the behavior is as expected within
Outlook. As to why Exchange is never sending those deferred items,
well, that's something to take up with the Exchange admin.

Outlook clients are all using Cached mode.

Users are connecting from remote locations (Using RPC) as well as Corporate
core network.
Apparently this happens for users in groups. Ranging from 5 - 20

Also the mails that are not delivered to recepients do show up in the sent
items folder on the Outlook thick client as well as Web Access

Mails that are sent using Web Access (while the rule is enabled on thick
client) do not display the inconsistency as they are sent immediately.

Disabling the rule or deleting and recreating the defer delivery rule solves
the isse.
NOTE: defer delivery rule being used is " Defer delivery by 2 minutes -
Apply to all mails sent "
