Outlook delagates shared calendar

My organization has a structure that contains an several different managers
and executive assistance.

Each manager has nearly 5 delegates.. We have experienced several different
bizarre issues with calendar appointment duplicates/ disappearing and much
more..

What is the best practice on sharing Outlook? Are there any limitations?

Does each need 5 delegates or just 1 actual delegate and 4 people with
permission to view the calendar? Give permission on the calendar directly
(right click, properties, permissions) instead of making a lot of delegates.

One person should be in charge of accepting/declining requests and the
others should not delete the requests. (Move is ok.)
Do not do anything with meeting requests from handheld devices - that can
result in deleted meetings.

We have everyone setup as a delegate.. and 99 percent of the people need
access to just the Calendar.. Will adding the delegates cause this type of
issue? Is there any verbage I can read regarding this? I have to bring it up
in a meeting..

I've heard about strange things happening when accepting from bb's.
