outlook delivery

I am running windows XP Pro. and just installed outlook
2000 Pro. When I try to send a e-mail, it sits in the
outbox until I send another e-mail, then it sends out. I
always have to have one e-mail sitting in the outbox all
the time. Does anyone know how to resolve this issue?
