Outlook dials while I'm on the phone.

Outlook (2000) keeps dialling the Internet, even when someone is on the
phone. I have set the modem to wait for a dial tone befrore dialling, but it
just goes ahead and does it.
My modem driver is CXT AC-Link modem for Intel
The computer is a Sony Vaio PCG-GRV516G.
I'm located in the UK

Does anyone have any ideas why it should misbehave so?
