Outlook Disable Hard Delete

Hi All,

Is there a way to disable the hard delete function in Outlook client, so
that any deleted email will go trough "deleted items" folder.

I know there is a registry called "DumpsterAlwaysOn" that will turn on
"Recover deleted items for all folders, but I want to avoid the situation
when the user has created hundreds of folder and cause us to try to "recover
deleted items" from each folder.

We are using Outlook 2003+ Exchange 2003.
