Outlook does not archive

I have all of my folders set to autoarchive anything 3 months or older.
When manually running archive from the File menu nearly all old
messages are left intact and not moved. My .pst is 45MB and I want
to make it ALOT smaller. Global archive and individual archive
settings appear correct. What settings am I missing ?

Have you moved stuff around lately? Marked them as Read? Changed those
messages in any way?

Archive works on Date Last Modified.

Do a manual archive by selecting and dragging to the Archive folder. In
addition to it not being clear what will be archived, I find the autoarchive
not so reliable
