Outlook Does not Launch

Outlook does not launch when involked via quick launch or the Program Menu.
After a reboot it will launch from either location. This was occuring in
Office 2003 and I recently installed Office 2007 with the same results. When
it is able to launch, we can close Outlook and then try to launch again but
will not until a reboot.

Probably that means in instance of outlook.exe is still running.
Open Task Manager, and check in running processess

Its usually caused by, addins, sync software, AV pluggin etc
