Outlook, don't ask me about installing speech recognition

I have had Outlook 2003 installed for quite some time. Recently, whenever I
open Outlook, I get a message that says, "Cannot start Speech Recognition, do
you want to install it now?" I don't want to install it. How do I turn off
this message every time I open Outlook?
