Outlook Double mail

Kevin, it's a fairly common problem with POP e-mail.
I've had this problem in the past and asked about it in
this forum.

I eventually traced my multiple e-mails down to a POP
account that was overloaded with old e-mails. A more
likely answer for your friend is that his Outlook is
fetching the same mail twice before the server is setting
the "already been read" flag.

Have him check to see what is happening when he
hits "Send/Receive". What accounts are polled?

There is no "message has been read" flag in the POP3 protocol. Outlook
keeps track of the messages on the server that it has downloaded.
