Outlook - duplicate messages every 2 months

I have a user with Outlook 2000 SP-3 who has a PST file on a network share.
He is accessing an Internet-based hosted email service via POP3.

Every few months Outlook downloads all of the messages on the server
creating tons of duplicates.

Does anyone know why this would happen and how to stop it?

Note that storing pst-files on a network share is not recommended or
supported by Microsoft. Keep the pst-file locally and use the pst-backup
add-in to store a copy on a networkshare.

A recreation of the mail profile will cause Outlook to retrieve all mails
from the server again. Also if the send/receive process did not complete
succesfully it will also cause Outlook to retrieve the mails again (but only
for that send/receive interval that failed). Third party mail scanning tools
like anti-virus and anti-spam tools can also cause this.
