Outlook Email set up

I need to know if Outlook allows you to set up both an
internet email account and an exchange account?

It does, but it's better to use separate profiles for those two transports.

What version and mode? Outlook 2002 and 2003, yes in the same profile.
Outlook 98 andd 2000, depends on mode. Outlook 97 - yuck - upgrade!

I have Outlook 2000, Can anyone point me to instruction
on how to set both up?

First, you must be using Corp/Workgroup mode.
When you are, you can simply add both transports to your profile (Tools >
Services...). You will not like the behavior, however, because you will not
be able to retain control over which transport you are using. It is better
to create a separate profile for each transport.
