Outlook error "could not complete operation default mail client ..

I open an Excel spreadsheet, click on an email address (hyperlinked), which
then opens about 10 IE windows and an error pops up that says:
could not complete operation default mail client not installed correctly.

I used Outlook 2003. Can anyone tell me what's not configured right?!
